## Summary
ROUGE has been the main way to score summarization systems for about two decades. Most evidence on how well automatic metrics track human judgment comes from the TAC benchmarks, which are now old and whose summaries are weaker than current neural outputs. The authors test whether those conclusions still hold for modern systems. They collected outputs from 25 strong neural summarizers on CNN/DailyMail (CNNDM) and selected a difficulty-stratified set of test documents. Annotators judged the summaries with the LitePyramids content-selection protocol. Eight automatic metrics were then compared against these judgments at the system level and the summary level, using Pearson correlation and Williams' significance test.

Many findings from TAC reverse on CNNDM. On TAC, MoverScore and JS-2 look strongest. On CNNDM, ROUGE variants generally win. Also, metrics are not always weaker at ranking individual summaries than at ranking systems. The work shows that metric choice depends on dataset and evaluation setting. It argues for multi-dataset meta-evaluation that is updated regularly, possibly through a shared task similar to WMT Metrics. The released dataset is REALSumm.

## Key points
- **Benchmark:** outputs from 25 systems (11 extractive, e.g. BertSumExt, MatchSum; 14 abstractive, e.g. BART, T5, PEGASUS-free set incl. Unilm, Bottom-up) on 100 CNNDM test documents. The documents were sampled from 11,490 by binning on mean metric scores. The data is released as REALSumm.
- **Metrics compared:** ROUGE-1/2/L, BERTScore, MoverScore, SMS, WMS and JS-2, all in recall form except MoverScore. They were tested against TAC-2008 and TAC-2009 human judgments as well as the new CNNDM annotations.
- **System level:** ROUGE-2 correlates best with humans on CNNDM. MoverScore and JS-2 reach only about 0.1 Pearson on extractive systems. When extractive and abstractive systems are mixed, and only the top-k systems are ranked, all metrics lose correlation.
- **Summary vs system level:** MoverScore scores 0.05 at the system level on CNNDM Ext but 0.74 at the summary level. BERTScore, WMS, R-1 and R-L are negatively correlated with humans on TAC-2009.
- **Recommendation:** use R-2 for CNNDM-style data and JS-2 for TAC. When comparing two systems, R-2 is the most reliable for abstractive systems and R-1 for extractive ones.
