## What it is about

Written from the unfoldingWord project, which supplies Bible-translation resources in "gateway languages", the paper argues which licences let an original-language resource be translated and reused freely. Private licences fail (they need contracts across countries, bind only the parties, and can be revoked); CC NoDerivatives forbids translation; CC NonCommercial blocks translators from selling their work. Only CC0, CC BY and CC BY-SA (and, more narrowly, the Free Translate licence) are judged adequate. It then describes open resources: the Open Scriptures Hebrew Bible morphology (CC BY 4.0; release 1.4 with about 95% of WLC forms verified, built partly by copying verified parsings to identical forms), and its derivative, the unfoldingWord Hebrew Bible (UHB), which embeds links to lexicon and "translation words" articles in USFM 3 word attributes and plans a syntax layer.

## Ideas

- I3. UHB (CC BY 4.0) as a second open witness: compare its word-level metadata with MACULA's for the Torah and count disagreements.

## For Mova

- I1. Licence check for Mova's hbo sources: every resource in [languages/hbo/sources.md](https://mova.elamur.ai/free/en/docs/languages/hbo/sources/) sorted into the paper's three classes (usable and modifiable; NC/ND, tests only; all rights reserved, summary only), which matches the repo's own rules.
- I2. The OSHB trick of propagating a verified analysis to all identical forms is a cheap consistency check for Mova's trees: identical pointed forms with different MACULA morphology are listed for review.

I1 is a pass over [languages/hbo/sources.md](https://mova.elamur.ai/free/en/docs/languages/hbo/sources/) and [licence/DATA.md](https://mova.elamur.ai/free/en/docs/licence/DATA/). I2 is a check in `tools/macula` (or the dictionary build) reported in `13-mova-tools.md` §13 (known defects of the data). I3 is a measure only if UHB is fetched (via the Scientist, not by Mova).
